National Leadership Standards
The National Policy Board for Educational Administration (NPBEA) Interstate School Leaders Licensure Consortium (ISLLC) Steering Committee revised the 1996 ISLLC Standards.
The new standards renamed the Educational Leadership Policy Standards: ISLLC 2008 was adopted by the NPBEA on December 12, 2007. As a part of the revised standards, a representative sample of research that supports each standard was included. The research base contains both empirical research as well as “craft knowledge.”

Why the Field Needs Standards
Standards serve different purposes. The new standards are designed to serve as broad national policy standards that states use as a national model for developing their own standards. The National Council for Accreditation of Teacher Education (NCATE) Educational Leadership Constituent Council (ELCC) Program Standards guide planning, implementing, and accrediting of administrator preparation programs. Assessment standards provide test specifications to determine how licensed administrators should demonstrate entry-level knowledge and skills. Evaluation standards guide how practicing administrators should be evaluated as they move toward expert performance. Practice standards can be used to establish professional career plans and guide professional development as leaders demonstrate continuous improvement toward expert performance.
The NPBEA Steering Committee followed a four phase plan in revising the standards. In Phase I, each NPBEA organization identified a strategy to obtain membership input regarding the revision of the ISLLC Standards. In Phase II, the NPBEA Steering Committee created a national Research Panel to represent scholars in the field of educational administration and experts on state administrator policies. The Research Panel identified the research base for updating the ISLLC Standards and articulating the research base for users of the updated standards that will continue to be updated. In Phase III, the NPBEA Steering Committee gathered feedback from NPBEA member organizations, other interested groups such as: NSDC, NGA, SREB, ISTE and the Research Panel and constructed a revised draft of the updated Educational Leadership Policy Standards: ISLLC 2008 to recommend to the NPBEA Executive Board.
As part of the process of augmenting the updated standards, the Council of Chief State School Officers has been working with state education agency (SEA) constituents in the Interstate Consortium on School Leadership. Member states made updating the ISLLC Standards and augmenting them for state uses their top priority. These states have committed to a broad process of engaging stakeholders and constituents within states with a systemic focus on improving state policies and strategies based on leadership standards. SEA representatives who are responsible for state policies on local leadership work together in meetings and online. Their final recommendations were provided to the NPBEA Steering Committee.
The Consortium’s work to augment and assist with use of the Standards includes a review of current state standards and state leadership policies (Sanders and Simpson, 2005), presentations of recent work on standards by states, and information about changes in national and state policy context, research, and practice. Consortium participants also agreed to develop Model Performance-Based indicators of the six ISLLC Standards. The Model Performance-Based indicators will be published for state use to help with the roll-out of the updated Educational Leadership Policy Standards: ISLLC 2008 next year. The Consortium is considering identifying model benchmarks of the indicators across the career continuum for individuals and programs as another contribution to using the Educational Leadership Policy Standards: ISLLC 2008. CCSSO is also working with major assessment vendors to update state assessments and align them with updated Educational Leadership Policy Standards: ISLLC Standards. Phase IV, begins in January 2008 and involves the updating of the Educational Leadership Constituent Council (ELCC) Program Standards for the National Council for Accreditation of Teacher Education (NCATE) advanced programs in educational leadership.
These standards form the foundation for further thought, dialogue, and debate on creating program and practice standards and serve as the architecture for more in-depth work of crafting standards in various areas, such as accreditation and licensure as well as ensuring that the policy standards don’t remain static, but reflect the changes in the knowledge base. Additionally, these standards should serve as a catalyst for research efforts to study the implementation and effects of various areas, such as accreditation and licensure as well as ensuring that the policy standards don’t remain static, but reflect the changes in the knowledge base. The Educational Leadership Policy Standards: ISLLC 2008 as adopted by the NPBEA convey a vision of effective educational leadership.
