Adjunct Faculty

Dr. Kenneth Ashworth is the former Commissioner of Higher Education with the Texas Higher Education Coordinating Board and has served as Executive Vice President at The University of Texas at San Antonio and Vice Chancellor for Academic Affairs of The University of Texas System. He has been involved in higher education issues in Texas and nationwide for over three decades and has published a number of articles and books and has received numerous awards for excellence for his contributions to the field of education. During the 1997 Texas Legislative session, he was honored for his 21 years of service at the Coordinating Board by both the House of Representatives and the Senate. Dr. Ashworth currently also holds an adjunct faculty appointment at the LBJ School of Public Affairs and the Bush School of Government and Public Service at Texas A&M University where he teaches part-time.

Dr. Bill Franklin recently retired as President of the Texas International Education Consortium, a private, non-profit corporation chartered to develop, coordinate and implement international education projects and programs. He has authored a number of articles and books related to social psychology, research methods and medical sociology. Throughout his academic career, he has served as a faculty member, Dean, Vice President for Academic Affairs, President of several institutions.

Ms. Francie Frederick currently serves as Counsel and Secretary to The University of Texas System Board of Regents, providing legal advice on issues such as open meetings, access to public information and standards of conduct. She is an attorney by professional training and has been with the UT System for over 20 years, serving in various administrative capacities. Ms. Frederick speaks to professional organizations on legal and policy issues and is an active member of the National Association of College and University Attorneys.

Mr. Jeffery L. Graves is Associate Vice President for Institutional Compliance and Legal Affairs in the Office of Legal Affairs at the University of Texas at Austin. Mr. Graves has practiced higher education law for over ten years, and represented public universities in Mew Mexico before coming to UT Austin. Mr. Graves is a member of the National Association of College and University Attorneys (NACUA) and for two years chaired NACUA's Student Affairs section.

Mr. Shannon Janes served as Associate Vice President for Student Affairs.

Dr. Sharon Justice, Ph.D., Southern Illinois University, Carbondale. Dr. Justice served as Associate Vice President for Student Affairs and Dean of Students. Within the Dean of Students Office, Dr. Justice coordinated the work of six functional areas: New Student Services, Retention Services (focusing on under-represented minority students), Services for Students with Disabilities, Campus and Community Involvement, Greek Life and Education (45 Greek organizations), and Student Judicial Services.

Dr. Steven A. Kraal, Ph.D., The University of Texas at Austin. Dr. Kraal serves as Associate Vice President for Plant Management.

Dr. Sherri L. Sanders, Ph.D., The University of Texas at Austin.  Dr. Sanders serves as the Deputy to the Vice President for Diversity and Community Engagement (DDCE).  As a member of the DDCE senior staff, Dr. Sanders serves as the primary point person in the development and implementation of the institution's diversity plan along with the development of the division’s strategic plan.   In addition, she works closely with the vice president in his role as a member of several management boards including the UT Elementary School, Communities in Schools, E3 Alliance, and SkillPoint Alliance.  Dr. Sanders also oversees the continued implementation of the Central Texas Leadership Alliance Grant through the Department of Education and a Texas High School Project grant through the Communities Foundation of Texas. She serves as a policy analyst and developer, plays a key role in gender equity issues and programs, collaborates closely with the division's team of graduate research assistants, and oversees the Barbara Jordan Statue Project.  From 1988 – 2007, Dr. Sanders was a member of the senior leadership team within the Office of the Dean of Students serving as associate dean of students for the past nine years.  In her role as associate dean of students, she provided leadership and management of Academic Enrichment Services, Student Judicial Services, Services for Students with Disabilities, Student Emergency Services, and Legal Services for Students.  In addition, she oversaw campus-wide student-related crisis management programs and services and served as a primary point person for students who had concerns about discrimination, sexual harassment, or sexual misconduct.  In 2004, she was selected as a participant in the Fulbright Scholar Program for International Education Administrators.

Dr. Charlotte A. Sullivan, Ph.D., The University of Texas at Austin. Dr. Sullivan serves as a Lecturer and Research Fellow in the Department of Educational Administration.

Dr. V. Ray Cardozier, Ph.D., The Ohio State University. Professor Cardozier's teaching includes higher education history and comparative and international systems. He has served as a university president, vice president for academic affairs and department chairman. His research and publications focus primarily on higher education history and international systems. He has held leadership positions in state and national higher education organizations, and has been a visiting scholar in higher education programs at the University of Michigan and UCLA.
